Job Summary

Under the overall supervision of the ASRO Deputy Regional Director, the Head of the Syria Regional Response Hub assumes leadership of the Syria Regional Humanitarian Response Hub, which is the coordinating mechanism for UNFPA’s humanitarian actions in response to the crisis in Syria and the influx of refugees into neighboring countries. The post is based in Amman, Jordan.

As the crisis in Syria worsened, affecting countries in the Arab States region and Turkey, the United Nations has greatly increased its humanitarian response efforts from its beginnings in 2011. Inter-agency coordination mechanisms have been concentrated in Amman, Jordan.  As UNFPA reinforced its response capacity in 2013, a Syria Regional Response Hub was created in Amman.  The Hub has improved coordination of humanitarian work by the concerned country offices, has strengthened the visibility of UNFPA’s work, and succeeded in mobilizing significant donor resources. 

With the development of the “Whole of Syria” approach, the Hub serves as the link between the different UNFPA offices providing assistance inside Syria, including through cross-border modalities. The Hub has taken on the additional role of developing, managing and reporting on several large multi-country donor programs both for the Whole of Syria and the refugee response in the neighboring countries with Syrian refugees. As a result, the Hub staff has grown to include an M&E Officer, an Information Management Officer and a Communications Officer, and a number of personnel on other contract modalities all of whom would report to the Head of the Syria Regional Hub.

Education:  Advanced degree in one or more of the following disciplines: Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or other related field.

Knowledge and Experience:

  • 10 years of increasingly responsible professional experience in coordinating, developing and implementing humanitarian interventions in crisis settings and ideally, representation at high-level humanitarian forums.
  • Technical expertise and experience in addressing gender-based violence in humanitarian situations.
  • Strong resource mobilization and advocacy skills.
  • Experience with UN and NGO inter-agency humanitarian coordination mechanisms.
  • Strong analytical, coordination and organizational skills.
  • Proven ability to lead and manage teams to achieve demonstrable results;
  • Job Knowledge and technical expertise of the humanitarian reform process and roles/responsibilities of humanitarian actors.
  • Experience with Minimum Initial service Package (MISP) implementation.
  • Excellent communication skills in speaking and writing in English, and working knowledge of languages of the region such as Arabic and/or French an advantage
  • Excellent verbal and written communication skills
  • Strong interest in development work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations and
  • Field experience is essential.
