Position summary:

The Gender-Based Violence (GBV) Specialist position is located in Sittwe, Rakhine State. Under the overall guidance of Deputy Representative, and with direct supervision of the Programme Specialist, GBV based in Yangon, the GBV Specialist will represent UNFPA in Rakhine State and lead the multi sectoral programme response and coordination for prevention and response to GBV in Rakhine State.

The GBV Specialist will support implementation of UNFPA’s country programme in Rakhine State. In close coordination with UNFPA Country Office team in Yangon, the GBV Specialist provides technical, operational and coordination support to UNFPA’s programme implementation in the Rakhine State. The Programme Specialist will work in close collaboration with national and state authorities, humanitarian, peace building and development agencies (UN, NGOs and INGOs) and civil society organizations to provide GBV coordination as appropriate. 

Requirements:

Qualifications and Experience

Education:  

Advanced university degree in social work or other social sciences, public/community health, gender, legal advice as it relates to gender and GBV, and development or related field;

Knowledge and Experience: 

• At least 5 years of increasingly responsible relevant professional experience, including experience in programme management, including large multi-sectoral projects, designing and appraising proposals and actively liaising with relevant and potential project partners; 

• Knowledge of gender issues in development, particularly GBV, including relevant international human rights standards; 

• Knowledge of reproductive health, HIV and protection issues in humanitarian and post-conflict recovery settings;

• Prior training in gender and GBV issues and their application in humanitarian, conflict, recovery and development settings; 

• Experience in utilizing the following internationals tools: GBV Standard Operating Procedures; GBV Information Management System; IASC GBV Guidelines; IASC Gender Handbook; GBV Coordination Handbook; WHO Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies; 

• Field experience in complex emergencies, including humanitarian emergency response and peace and reconciliation

• Prior experience in counselling and psychosocial support will be an asset

Languages: 

Fluency in oral and written English essential.

• Experience in application of conflict sensitivity and “do no harm” approaches programming

• Diplomatic skills and political savviness in a highly complex working environment is required.
