Overview:

The Finance Branch is creating a roster of local and international consultants with skills and experience in the areas of financial operations, financial statement preparation, account reconciliation, revenue and donor reporting, bank reconciliation, vendor management, employee benefits accounting, inventory accounting and accounts closure procedures for short-term assignments in order to meet peaks in workload.

Key Tasks and Responsibilites: 

Under supervision of Finance Branch management, incumbent will be expected to perform one or more of the following areas and functions:

  • Analyse advances to Implementing Partners / Operating Fund Account (OFA) including timely and accurate processing of advances and expenses for international NGOs and UN agencies ensuring proper and accurate accounting in UNFPA books, correctness of OFA payable / receivable classification
  • Prepare reconciliation and aging of selected balance sheet accounts including VAT receivable, petty cash, project cash advances, staff receivables. Prepare supporting schedules.
  • Review and correct  accounts for accuracy of coding e.g. expenses, revenue
  • Assist as necessary with other specific accounting and validation of data in the ERP
  • Assist with other processes aimed at preparing organization for the closure of books and issuance of financial reporting
  • Ensure that contributions are allocated on a timely basis, not overspent and expenditures are in compliance with any applicable donor covenants
  • Perform and/or review bank reconciliations for HQ and field offices
  • Ensure timely and accurate financial reporting to donors in accordance with legal agreements and protocol e.g. annual and final financial donor reports. Assure the quality of financial reports issued to non-standard donors
  • Reconcile selected balance sheet and expense accounts relating to employee benefits such as accounts relating to education grants, termination indemnities, separation entitlements, annual leave and home leave etc. Perform other tasks as necessary to ensure accuracy and completeness of employee benefit accounts; proactively identify any issues and assist in their resolution
  • Gather information and produce reports on employee benefits to support decision making and operations
  • Review inventory certifications from the field offices including stock counts for completeness, accuracy and compliance; liaison with the field offices and support resolution of any issues
  • Review hand over forms supporting distribution of goods; reconcile these forms to the inventory distributions recorded in the inventory tracking system; follow-up with field offices in case of any issues / discrepancies
  • Gather information and produce reports on inventory management in the field to support decision making and operations
  • Review all cases of adjustments of inventory balances for compliance with corporate policies and procedures

Supervisory arrangements:  Consultant will report to the Head of the respective Finance Branch unit, Chief of Accounts Section or Chief of Finance Branch directly

Required qualifications and expertise including language requirements:

• Completion of secondary school education, additional training in finance or accounting is desirable. Undergraduate level degree in Business Administration, Information Systems, Finance or Accounting, is an advantage.
• 7 years of experience in the finance related role
• Prior experience of working in PeopleSoft is advantage
• Advanced skills operating spreadsheets are mandatory
• Good writing and communication skills
• Strong attention to detail and proactive approach to all work-related matters are required
• Fluency in English
Inputs / services to be provided by UNFPA or implementing partner (e.g. support services, office space, equipment), if applicable: UNFPA will provide office space and equipment necessary to perform the activities outlined in the Scope of work (e.g. computer, access to internet, etc).
