The Position:

Under the supervision of the UNFPA Representative the Programme Coordinator will be responsible for the implementation of UNFPA’s Special Trust Fund for Afghanistan project as part of UNFPA’s humanitarian programming and response in Afghanistan. The focus of the response is on RH and GBV, requiring management of a technical team and close coordination with the respective CO teams and partnering UN Agencies.

Job Purpose:

The Special Trust Fund for Afghanistan (STFA) was established on 20 October 2021 in response to the events of August 15th. The Fund serves as an inter-agency mechanism to enable donors to channel their resources and coordinate their support to the ABADEI Strategy and the UN joint programmes developed under it. The ABADEI Strategy has been designed as a response to the ongoing crisis in Afghanistan upon a call of the UN Executive Committee Working Group for Afghanistan and is aligned with the United Nations Transitional Engagement Framework. It offers an integrated yet decentralized approach to programming for community resilience. It proposes an innovative, inclusive and highly agile approach, that puts people first, targets the most vulnerable and meets specific local needs. 

UNFPA as a member is committed to delivering an integrated, multi-agency, nationwide response to Sexual and Reproductive Health (SRH) and Gender-Based Violence (GBV) needs. This will be UNFPA’s largest grant as part of UNFPA’s nation-wide scale up and response the humanitarian crisis. 

The Programme Coordinator of the Joint Programme STFA project works under the overall direction and leadership of the Country Representative. S/He is a senior adviser on issues related to gender and social norms and s/he is the UNFPA lead overseeing the project’s efficient implementation and attainment of desired results at the global, regional and country level while representing UNFPA for all programme related inter-agency coordination.

Qualifications and Experience
    
Education:  
 
Advanced university degree in social sciences, public health or related field, Demography, International Relations, International Development, or other field directly related to the substantive area of work.
 
Knowledge and Experience: 
 
• At least 10 years’ experience of increasingly responsible professional experience in public administration and international development, of which at least 4 years in the thematic area
• Proven ability to lead and manage teams to achieve demonstrable results and management experience leading technical teams towards bold targets and goals 
• Operational and managerial experience working with governments and CSOs at the field level
• Good management experience leading technical teams towards bold targets and goals 
• Demonstrated ability to sustain and advance current partnerships
• Good understanding of human rights, population and development, sexual and reproductive health and rights, gender equality, and their place in the development agenda;
• Experience working in-country on a gender, child protection and SRH topic
• Field experience is essential with particular focus given to humanitarian contexts
• The incumbent is expected to:
     o be an expert and recognized authority in the area of work;
     o Have the necessary skillset to manage a program with broad geographic reach, and that requires working across other divisions within the larger organization
     o Have the proven ability to lead and manage teams of mid-level experts to achieve demonstrable results;
• Strong interest in development work, especially the mission of the United Nations and dedication to the principles of the United Nations
 
Languages: 
 

Fluency in English is required; Knowledge of other official UN languages would be an asset.
