The Position:

The Deputy Coordinator manages and ensures continuity of GBV Area of Responsibility (AoR) deployable field capacity, leads on resource mobilisation and donor engagement, manages partnerships and coordination with standby partners, dedicated global initiatives and contributes substantively to the main work streams of the Geneva based AoR.  The Deputy Coordinator has an important role in daily management of the coordination unit and in the absence of the Global Coordinator; assumes the role of the officer in charge, including representing the GBV AoR in all relevant forums. This position reports directly to the Global Coordinator.

 

Job Purpose:

The GBV AoR’s REGA mechanism is the GBV AoR’s main tool for regional and country support, capacity building of field colleagues, and strengthened coordination and programming.  The worldwide deployments of REGA require a Manager to provide supervision and related project management. The REGA mechanism is managed in partnership with NORCAP, and the team is scaling up to new regions. By January, the REGA mechanism will include eight regional advisors, with continued expansion in 2020. The REGA mechanism includes twinning modalities, and increased focus on regional IM capacity, as well as a specialised deployable expert on the needs of Children and Adolescent Survivors. Deployments are coordinated with the AoR core member group, for the prioritisation of missions and inter-agency ownership for increased impact, follow-up, monitoring, and accountability to REGA recommendations.

The GBV AoR Global Coordination Team is based in Geneva and is accountable to ensuring effective coordination of response through its 28 country level coordination groups or sub-clusters. The Deputy Coordinator is also the focal point for all French speaking humanitarian contexts, in particular West and Central Africa.

The Coordination Team is guided by the GBV AoR 2018-2020 Strategy and related work plan, and has increased membership and reach.  The collective work plan includes projects under the GBV AoR Task Teams and Reference Groups; all of which requires technical guidance and coordination.

 

Qualifications and Experience

A Masters degree and 7 years of relevant work experience required.

Education:

  • University Degree in gender studies, social anthropology, law and women’s rights, social sciences, cultural sciences, public health, demography, international relations, international law, socio-economics, or other related field.
  • MA degree desirable. In lieu of MA, a BA is required combined with a minimum of 9 years of professional level post-BA work experience such as in global humanitarian cluster management and system-wide expert deployment mechanisms combined with a proven track record in successful resource mobilisation.

 

Knowledge and Experience:

  • Minimum of 7 years of relevant overall work experience in the field of humanitarian response, GBV in Emergencies (GBViE), gender and protection, at global and field levels, with progressively increased management responsibilities required.
  • Must have at least 7 years of work experience in leadership and coordination of GBV within the IASC humanitarian cluster system and / or complex aid coordination in politically-sensitive settings with proven track record in coordination of high-level diplomatic relationships.

Other requirements:

  • Minimum of 5 years of experience in supervision of global GBV and Humanitarian Cluster Sector mechanisms for the coordination of expert deployments, and demonstrated experience in standby partnership building, collaboration and management required;
  • At least 5 years of experience at country level, including establishing, managing and coordinating humanitarian emergency response, and establishing and managing new multi-sectoral programs;
  • Proven record of accomplishment in (i) effective resource mobilisation in the field of GBV, (ii) project management, (iii) donor relations, and (iv) funding negotiations;
  • Work experience with DG ECHO project development and management is required;
  • Solid knowledge of and effective engagement with the humanitarian architecture and frameworks including demonstration of coordination leadership and strong understanding of centrality of protection;
  • Demonstrated skills in interacting with senior management including Humanitarian Coordinators, Regional Directors and UN Agency Representatives;
  • In-depth expertise of the (i) GBV Guiding Principles, (ii) application of a gender "lens" to humanitarian programming, (iii) survivor-centred approach, (iv) human-rights based approach, and (v) gender-equality;
  • Proven experience in effective global advocacy for GBV prevention and response, including high-level events with multiple co-hosts from governments, UN, NGOs and donor community;
  • Ability to effectively manage and lead inter-agency processes and inclusive consultations;
  • Clear understanding of how power and violence impact the lives and dignity of women and girls in particular. 

 

Languages:

  • Fluent in both English and French, oral and writing, is required, to enable effective communication with English speaking and French speaking country coordination groups and local organisations (West and Central Africa region).
  • Working knowledge in a third UN language, such as Arabic, is a plus.
