Consultant- Midwifery Education Pathway

Position Summary:

1. Midwifery Education Pathway
 Review existing policies, service delivery guidelines (Complementary Package of Activities - CPA and Minimum Package of Activities – MPA), job descriptions, Core Competency Framework for Midwives, the current pre-service midwifery education programmes;
 Assess the current pre-service midwifery education curricula including Primary Midwives (PM), Associate Decree in Midwifery (ADM), Associate Decree of Nursing and Midwifery (ANDM), Bachelor of Science in Midwifery (BSM), Bachelor of Science in  Midwifery Bridging from Associate Degree, Associate Degree in Midwifery Bridging from Primary Midwives, against the Cambodia Midwife Council (CMC) Core Competency Framework for Midwives, existing policies, service delivery guidelines, job descriptions and any other relevant resources;
 Review and identify the gaps of the current midwifery education accreditation system of pre-service midwifery teaching schools to develop  framework or recommendations to promote and ensure quality of training and career progression; 
 Prepare a draft competency-based midwifery education pathway as informed by the reviews of policies and strategies and curricula. Inputs from stakeholders will be collected by UNFPA team and share the feedback to the selected expert to incorporate in the final draft document;
 If necessary, conduct a consultative workshop with the HRD, relevant MoH officials, CMC, public and private midwifery schools, Accreditation Committee of Cambodia, Health Professional Councils and Associations, development partners and health NGOs [this can be coordinated by UNFPA team while the expert is based at home country]; and
 Amend and finalize the draft competency-based Midwifery Education Pathway based on the inputs from the consultative workshop and submit to the HRD/MoH for approval after receiving comments and inputs from the UNFPA country office.
2. Midwifery Education Regulatory Framework and Scopes of Practices for  Midwives
 Midwifery Education Regulatory Framework
o Review  educational institutions and regulations on midwifery education including curriculum, teachers and clinical instructors competencies, and past educational and professional experience, skill labs and clinical training sites;
o Update or develop Midwifery Education Regulatory Framework (to apply for both public and private midwifery education institutions) as informed by the reviews and inputs from stakeholders;
o If necessary, conduct a consultative workshop with relevant MoH officials, CMC, public and private midwifery schools, Accreditation Committee of Cambodia, Health Professional Councils and Associations, development partners and health NGOs; and
o Amend and finalize the draft Midwifery Education Regulatory Framework based on the inputs from the consultative workshop and submit to the CMC/MoH for further actions.
 Scopes of Practices for Midwives
o Review existing job description and tasks of midwives including Core Competencies Framework for Midwives, and other related documents;
o Review of the current rules and regulations for midwifery practices and educational institutions to ensure that these create an enabling environment for midwives to practice;
o Develop/update the Scopes of Practices for Midwives (depending on their level of education, level and category of health facilities and locations, etc) as informed by the reviews and inputs from stakeholders;
o If necessary, conduct a consultative workshop with relevant MoH officials, CMC, public and private midwifery schools, Accreditation Committee of Cambodia, Health Professional Councils and Associations, development partners and health NGOs; and
o Amend and finalize the draft Midwifery Education Regulatory Framework based on the inputs from the consultative workshop and submit to the CMC/MoH for further actions.
3. Develop midwifery educational standards: Based on the Midwifery Education Pathway, Midwifery Education Regulatory Framework and Scopes of Practices, develop midwifery educational standards.

Delivery Dates and how work will be Delivered: 
The consultant is expected to commence the work in April 2016 and finish by the 31st March 2017. It is not expected that the consultant would work full time for the contact duration. The suggested time required for each deliverable is detailed below:
1. Midwifery Education Pathway:  approximately 10 working days; and
2. Midwifery Education Regulatory Framework and Scope of Practices for Midwives:  approximately 25 working days
3. Midwifery curricula educational standards: approximately 20 working days

The payment will be made to the consultant based on deliverables and upon acceptance by UNFPA of the following:
1. Midwifery Education Pathway by May 2016:  x% of total lump sum or daily rate
2. Midwifery Education Regulatory Framework and Scopes of Practices for Midwives by 30 November 2016: x% of total lump sum or daily rate
3. Midwifery educational standards for curricula (February 2017): x% of total lump sum or daily rate.

Qualifications and Experience:

 Advanced degree in midwifery;
 At least 10 years of global and regional experience and technical competency in midwifery, particularly midwifery education; including the development of pre-service midwifery training curricula and programmes and midwifery workforce planning;
 Experience and sound understanding of working in developing countries. Cambodian or regional related work experience desirable;
 At least 5 years of experience in supporting midwifery educational institutions;
 Demonstrate evidence of continual professional development;
 Exceptional relationship building skills.
 Excellent verbal and written English communication skills;
 Excellent planning and organizational ability; and
 Availability for full duration of assignment.
