The Office of Audit and Investigation Services (OAIS) Investigations Branch is mandated to conduct independent investigations into all allegations of wrongdoing, committed either by staff (including those of work place and sexual harassment, abuse of authority, and sexual exploitation and abuse), or by independent contractors, implementing partners and other third parties, to the detriment of UNFPA.  The consultant is required to assist with investigations conducted by the Investigations Branch.

Do you have experience with:

Preparing preliminary reviews and case assessments of allegations to determine their relevance and credibility and propose next steps to OAIS Management;

Conducting investigations into allegations of misconduct/wrongdoing including, but not limited to, fraud, work place harassment, sexual harassment  and abuse of authority, regarding personnel, vendors and third parties, whilst interacting with country offices and other stake holders;

Drafting, preparing and reviewing investigation and closure reports (setting out concise findings, analysis, conclusions and recommendations based on evidence), case closure notes, confidential memoranda, statistics, presentations etc., as and when necessary;

Updating case management systems and ensuring that all evidence/information is captured;

Participating in investigation missions.

Duration:  up to 6 months 

No expectancy of renewal.

Required Qualifications and Experience:

Education and Qualifications:

Advanced university degree in law or closely related fields; first level university degree with a combination of significant relevant education, training and experience in the field of investigations may be accepted in lieu of an advanced degree.

Knowledge and Experience:

A minimum of 5 years of relevant professional experience in complex criminal and/or administrative investigations, with a proven track record in planning and executing investigations.

Proven ability to conduct investigations and quickly and accurately analyze, assess and summarize investigation findings, observations and recommendations.

Good knowledge of UN policies, procedures and jurisprudence relevant to administrative investigations highly desirable.

Experience within an international investigation role in the UN context desirable.

Field experience in a development or humanitarian setting is an advantage.

Excellent drafting skills.

Strong interviewing skills.

Fluency in English is required.  Working knowledge of Spanish, French or other UN official languages desired.
