The Intergovernmental engagement of UNFPA is coordinated from Policy and Strategy Division (PSD) in New York. UNFPA Liaison office in Geneva implements important advocacy and reach out work to support intergovernmental reach out and advocacy. Consultancy will be recruited by UNFPA Policy and Strategy Division and will be managed from the UNFPA Office in Geneva

Job Purpose:

Consultant will work under supervision of the Director of the Geneva office and the PSD Director in New York. He/She will also provide periodic reports and updates to the Chief of the IIPDB in New York as it relates to the intergovernmental processes in build up to the Nairobi Summit, post Nairobi and in preparations for the CPD 53.

 

You Would Be Responsible for:

●        Provide strategic advice for positioning ICPD norms and terminology in intergovernmental documents and global framework, including ensuring that political analysis and advisories are sensitive to intergovernmental conditions and situations;

●        In coordination and with the approval of the Geneva office Director, ensures Permanent Missions in Geneva receive timely information about groundbreaking achievements and innovation from programmes and policies, including identifying barriers to progress and proffering policy solutions.

●        Networks with UN Missions, the General Assembly, ECOSOC and its subsidiary bodies and organs, monitoring political risks and opportunities for enhancing the ICPD Programme of Action in the inter-governmental space and supporting preparation for the Nairobi Summit

●        Advises senior management on trends in the principal organs of the UN and their implications for UNFPA operations;

●        Shapes UNFPA’s relations with external partners in the inter-governmental processes, maintaining close ties with counterparts through regular exchange of information;

●        Organizes periodic high-level briefings for Permanent Missions;

●        Facilitates strategic collaborations, continuous discussions and information exchange between national technical experts and government line ministries and regional and country CSOs.

 ●       Generates reports and analyses of and manages the information flow and knowledge sharing, exchange and dissemination on the inter-governmental processes, including ensuring UNFPA presents coordinated positions;

●        Analyzes regional trends and future scenarios from the political and developmental perspectives, and with a particular focus on ICPD related issues, through global and regional political analysis and related reports.

●        Arranges preparations and coordinates representation and coverage of the inter-governmental meetings;

●        Contributes to the development of strategic agendas, schedules, calendars of crucial events and lists of resolutions relevant to UNFPA.

Knowledge and Experience:

  • At least 10 years of relevant and increasingly responsible professional and managerial experience in development and multilateral affairs at the international level. Strong knowledge of human rights, global health and humanitarian affairs an asset;
  • Knowledge of the ICPD agenda and related intergovernmental processes and negotiations essential;
  • Strong inter-personal skills, strong public speaking skills; excellent speech writing and report writing skills;
  • Knowledge of the substantial content of the reproductive health and population and development programming is essential;
  • Master’s Degree or equivalent in Social Sciences, Diplomacy, Public Relations or Development Studies;
  • Proficiency in English is required; Knowledge of an additional UN language is an asset
