Consultancy - Strategy on the "Next Normal" of UNFPA Workforce and Workplace

Position

In order to effectively assess the situation during Covid-19 and define the key pillars of the way forward, with specific attention to ensuring that “Next Normal” can primarily stem from and serve UNFPA’s interventions on the field, a consultant will be responsible to provide independent substantive analysis and methodological support to the development of “Next Normal”.

The proposed consultancy will support the organization's efforts to ensure that all UNFPA corporate units and personnel adopt the values, behaviors, and mindset to be results-focused, agile, innovative, and fit for purpose to achieve its Strategic Plan, 2018-2021, and to achieve the ICPD and 2030 agendas.

Scope of Work

The engagement of an individual consultant will ensure that their technical expertise and capacity provide an independent view and explore new approaches for finalizing a survey and subsequent analysis of UNFPA's workforce. It is anticipated that the consultant will conduct a secondary desk review of documents to assess existing knowledge on Human Resources and produce a survey and final review. 

Key Activities
1. Desk Review
a. Desk review of documents from all organizational levels to assess existing knowledge
and policies to “Next Normal”.

2. Survey and Interviews
a. Development of the questionnaire;
b. Bilateral interview with Branch Chiefs/teams leaders;
c. Bilateral interviews with selected staff;
d. 2-3 Focus groups with selected staff groups.

3. Data analysis and consolidation
a. Data emerging from the survey and interviews will be analyzed and reviewed

4. Recommendations formulation
a. Recommendations will be formulated and compiled into a final report for Senior
Management consideration.

5. Final results
a. Analysis from survey, interviews and focus groups;
b. Recommendations on which functions are geographically bound to New York and which
can be moved elsewhere;
c. Recommendations on where functions should be moved to?

Requirements

Education

Advanced degree in Management, Business Administration, Organizational design or other relevant subjects.

Experience

  • Long-term experience in functional analysis and organizational design;
  • Familiarity with the United Nations system;
  • Demonstrated use of innovative approaches to stimulate out-of-the-box thinking and help formulate new solutions;
  • Seven years of relevant experience in a related field and/or research.
  • Demonstrated experience in coordinating, liaising and sharing information with institutions dealing with organizational culture;
  • A team player with proven application of relevant competencies, including assessment, analytical, writing and planning skills;
  • Ability to work under pressure and in response to changing needs;
  • Demonstrated ability to meet deadlines;
  • Excellent communication, interpersonal and liaison skills;
  • Excellent writing, reporting, drafting and editing skills;
  • Experience in web development is a plus; 
  • Ability to establish effective working relations in a multicultural team environment;
  • Computer literacy in Word, Excel and PowerPoint, Canva.
