Purpose of consultancy:
This consultancy will directly contribute to
1) Strengthened UNFPA leadership in GBV information management and data analysis including in HPC-related joint interagency processes (HR 1.3.);
2) The development of safe and ethical GBV needs assessment and analysis tools (HR.1.3.2); and
3) Support ROs/COs in roll out of SRH and GBV needs assessment and analysis tools

The GBV AoR (Gender Based Violence Area of Responsibility) Information Management (Assessments
and Analysis) Specialist works as part of the GBV Coordination Team, in the UNFPA Humanitarian
Response Division of UNFPA, Geneva.

The GBV AoR Strategy 2021 – 2025 highlights that data and information management is a crucial part of
coordination and quality response and requires greater investment. Currently, there are significant gaps in
capacity for GBV assessments and analysis, which impacts the narrative of GBV and the integration of
GBV into the humanitarian system-wide response. There is a need for the GBV AoR to build up capacity
in line with IASC guidance and the expectation that lead agencies provide information management and
analysis capacity at the country level to support coordination capacity, enabling a stronger evidence base
for the GBV response.

The GBV assessments and analysis specialist will be working closely with the global GBV AoR
Information Management Analyst and support to develop assessments and analysis capacity within the
GBV AoR and provide direct technical support to GBV colleagues in the field with GBV specialized
assessments and analysis.

The GBV AoR has developed an advanced GBV analytical framework, to guide GBV field clusters in
secondary data reviews, analysis and assessment workstreams. There is a need for more quantitative
data collection and analysis, and the analytical framework will create the basis for field cluster analysis,
as a basis for inter-agency planning, to be used by GBV actors for a more evidence based response and
advocacy.

The GBV assessments and analysis specialist will mainly support the final stages, including revisions,
towards an agreed GBV Analytical Framework and toolkit, including the conceptual framework, analysis
plan, and guidance notes. Furthermore, s/he will be responsible for consolidating and reviewing existing
assessment tools and contributing to developing a set of operational tools and roll-out guidance to
support the application of the GBV analytical framework.

Scope of work :
Specifically, the GBV AoR Information Management (Assessments and Analysis Specialist) is expected
to:
● Provide support to develop and strengthen GBV analytical capacity including through developing a final GBV analytical framework, analysis plan, and guidance, building on what is already in place.
● Consolidate, review and develop GBV assessments, secondary data review and risk monitoring guidance and tools in line with the GBV analytical framework.
● Support GBV Coordinators and IMOs in the field in conducting secondary data reviews, GBV assessments and risk monitoring data collection to strengthen GBV needs analysis for HPC

The incumbent will report to the Global GBV AoR Information Management Analyst in the GBV AoR
Coordination Team, in consultation with the deputy and global GBV AoR Coordinators.

Required Expertise and Qualifications:
Education
● Advanced University Degree or equivalent in gender studies, social anthropology, law
and women’s rights, sociology, cultural studies, or another related field.

Knowledge and experience
● 2 years of increasingly responsible professional experience
● Proven technical expertise in designing and coordinating assessments: solid understanding of both quantitative and qualitative data collection techniques (in particular Focus Group Discussions);
● Experience in conducting secondary data reviews and analysis outputs.
● Strong understanding of GBV needs analysis including proven experience in the development of analytical frameworks and use of qualitative data for needs analysis;
● Proven understanding of the specific safety and ethical concerns related to GBV data, analysis of GBV IM data, as well as illustrating trends;
● Proven technical expertise managing data and information cycle: from data collection and analysis for diverse, as well as presenting information in understandable, effective and visually appealing products;

Languages
● Fluency in English, written and oral; good working knowledge of French, Spanish and/or Arabic is
a plus.
