Monitoring progress of the ICPD Beyond 2014

The meeting was convened to discuss the elements of a framework for monitoring progress of the ICPD agenda beyond 2014, at national, regional and global levels. The deliberations were part of a the wider consultative process that yielded a proposal that constitutes annex IV of the Framework of Actions for the Followup to the Programme of Action (the global review report). The experts meeting was jointly sponsored by UNFPA and the National Health and Family Planning Commission of China, and was attended by more than sixty participants including senior government officials from Asia, Africa, the Americas and Europe, and representatives of UN organizations, civil society organizations, technical institutions and academia.

Working groups were formed along four of the five thematic pillars of the ICPD Beyond 2014 Review: dignity and human rights, health, place and mobility, governance and accountability and sustainability.

The working groups provided a platform where all stakeholders had the opportunity to discuss the objectives identified as part of the review recommendations, and debate the relevance of existing indicators, gaps in measurement and priorities for the development of indicators based on current thinking, research and evidence.

The outcome included revised objectives and sub-objectives as well as illustrative indicators that served as inputs in developing the ICPD Beyond 2014 monitoring framework. The monitoring framework was included in the Secretary-General’s submission to the Commission on Population and Development in April 2014, and the UN General Assembly Special Session on the follow up to the ICPD Programme of Action in September 2014. 

This meeting was  part of the formal UN process to review progress, gaps and challenges in achieving the objectives of the Programme of Action of the 1994 International Conference on Population and Development (ICPD).
