Guidelines for application for accreditation of NGOs to participate in the Twenty-first Special Session of the United Nations General Assembly on the Review and Appraisal of the Implementation of the Programme of Action of the International Conference on Population and Development (ICPD)

I have the pleasure to inform you that the United Nations General Assembly Special Session on the review and appraisal of the implementation of the Programme of Action of the International Conference on Population and Development (ICPD+5) will take place at the United Nations Headquarters in New York from 30 June through 2 July 1999.
Pursuant to General Assembly resolutions 52/188 and 52/183, the President of the General Assembly invited the Commission on Population and Development, acting as the preparatory committee for the twenty-first special session, to decide the modalities concerning the accreditation, in accordance with past practice, of non-governmental organizations to the special session.
At the 24-31 March meeting of the preparatory committee for the special session (the meeting was extended by one day to conclude on 1 April), the committee adopted a draft decision submitted by the Chairman on arrangements for the accreditation of non-governmental organizations at the special session (E/CN.9/1999/PC/L.2), as orally amended.
Non-governmental organizations should note that the arrangements for accreditation to the special session are different from those for the accreditation to the preparatory committee. Non-governmental organizations, including those organizations that were unable to attend the preparatory committee because of incomplete information or ineligibility, are encouraged to register for accreditation to the special session under the new arrangements.
According to the arrangements for the accreditation of non-governmental organizations to the special session, the following organizations are invited to register their attendance (please see the attached pre-registration form):
1. Accreditation of NGOs with ECOSOC Status
Non-governmental organizations having consultative status with the United Nations Economic and Social Council (ECOSOC) should indicate to the secretariat no later than 30 April 1999 the name of their organization and representative (s) to the special session.

2. Accreditation of NGOs accredited to the ICPD and/or the preparatory committee
Non-governmental organizations already accredited to the 1994 ICPD and/or to the 24 March-1 April 1999 preparatory committee should indicate to the secretariat no later than 30 April 1999 the name of their organization and representative (s) to the special session.
Information should be sent directly to: Ms. Dayal/UNFPA and copied to Ms. Fedoroff/NGO Section at the addresses cited above.
3. Accreditation of other interested NGOs
With regard to other interested NGOs, the preparatory committee decided that the accreditation of these organizations, including those who have applied for consultative status with ECOSOC but who were not accredited to the ICPD, should be examined by a committee composed of the Bureau of the preparatory committee and the Secretariat. This committee will make appropriate recommendations to the preparatory committee at its resumed session, at a date to be announced, for a decision on their accreditation to the special session. Non-governmental organizations
will be notified accordingly.
These non-governmental organizations may request to be accredited to the special session provided that such requests are accompanied by information on the organization's competence and relevance to the subject of the special session and include the following information to be submitted to the secretariat (Ms. Dayal/UNFPA at the address cited above) no later than 30 April 1999:
i. The purpose of the organization;
ii. Information identifying the programmes and activities of the organization in areas
relevant to the subject of the special session, and indicating in which country or
countries they are carried out;
iii. Confirmation of the activities of the organization at the national, regional or
iv. Copies of annual or other reports of the organization, with financial statements and
a list of financial sources and contributions, including governmental contributions;
v. A list of the members of the governing body of the organization and their countries
vi. A description of the membership of the organization, indicating the total number of
members, the names of organizations that are members and their geographical
vii. A copy of the constitution and/or by-laws of the organization.
4. Other matters
Please be informed that there will be rooms reserved for the holding of NGO events in the form of exchange of information/briefings during the session. Non-governmental organizations wishing to hold their own briefings and meetings should provide the ICPD+5 NGO Coordinators the relevant information, copied to Ms Dayal/UNFPA, so as to enable the Secretariat to make the appropriate arrangements. The draft provisional agenda and organizational matters for the twenty-first special session of the General Assembly (E/CN.9/1999/PC/CRP.2) was orally amended and adopted by the preparatory committee on 1 April. The revised document will be issued at a later date. The draft provisional agenda contains the following items:
1. Opening of the session by the Chairman of the delegation of Uruguay;
2. Minute of silent prayer or meditation;
3. Credentials of representatives to the twenty-first special session of the General Assembly:
a) Appointment of the members of the Credentials Committee;
b) Report of the Credentials Committee;
4. Report of the CPD, acting as the preparatory committee for the special session;
5. Organization of the session;
6. Adoption of the Agenda;
7. Overall review and appraisal of the implementation of the Programme of Action of the ICPD; and
8. Adoption of the final document.
