This detailed report presents 10 priority areas on pivotal components of the AIDS response. Each priority area is detailed in a business case, developed by a global UNAIDS interagency working group. Each case outlines why success in this area will dramatically decrease new HIV infections and improve lives of people living with and affected by HIV. The listed cases carefully describe what is currently working and what needs to change in order to make progress in the 10 areas.

The purpose for these cases is to guide future investment and to hold UNAIDS accountable for its role in achieving tangible results. Also the cases recommend on how to optimize partnerships between national governments, communities, the UN, and other stakeholders. Each priority area business case presents three results to be achieved on a global scale by 2011, which marks important progress towards 2015 Millennium Development Goals in HIV prevention, treatment, care and support.
