Lebanon Country Programme Evaluation - Ongoing

The overall purpose of the independent evaluation of the UNFPA 3^rd country programme of assistance to the Government of Lebanon is to produce an independent and useful evaluation report, with a view to contributing to the elaboration of the next UNFPA country programme.

More specifically, the objectives of the evaluation are:
 

• to provide the UNFPA country office in Lebanon, national programme stakeholders, the UNFPA Arab States regional office, UNFPA headquarters as well as the wider audience with an independent assessment of the relevance and performance of the UNFPA third country programme for Lebanon;
• to provide an analysis of how UNFPA has positioned itself to add value in an evolving national development context;
• to draw key lessons from past and current cooperation and provide a set of clear and forward-looking options leading to strategic and actionable recommendations for the next programming cycle.

 As a complement to the assessment of the three programme components, the evaluation team will also conduct an assessment of the programme monitoring and evaluation system.

Madagascar Country Programme Evaluation

Le rapport présente l’évaluation indépendante du 6^ème programme de pays du FNUAP à Madagascar, couvrant la période 2008-2013. L’évaluation a été conduite par le Service de l’évaluation du FNUAP. Les objectifs du programme ont été formulés sur la base d’une bonne identification des besoins de la population Malgache.  Après la crise politique de 2009, le programme a été révisé pour tenir compte du nouveau contexte ainsi que des nouvelles orientations du système des Nations Unies à Madagascar. Dans le domaine de la santé de la reproduction, le FNUAP a contribué au développement d’une approche intégrée de la santé maternelle ; cependant, le manque de planification opérationnelle, l’absence d’un suivi rigoureux et les lacunes institutionnelles au niveau décentralisé diminuent le potentiel de succès des interventions du Fonds. Dans le domaine de la population et du développement, le FNUAP n’a pas suffisamment tenu compte des effets négatifs de la crise de 2009 sur sa capacité à contribuer à la production de données de suivi, ainsi qu’à sensibiliser les décideurs au lien entre l’utilisation de données fiables et une planification utile et efficace. Dans le domaine du genre, le FNUAP a contribué à l’établissement d’un cadre institutionnel favorable à l’amélioration de la condition des femmes.

Cameroon Country Programme Evaluation 

The Evaluation Report presents an independent programme-level evaluation of the UNFPA support to Cameroon covering the fifth Country Programme (2008-2012) conducted by the Evaluation Branch (DOS). The UNFPA country programme was found to be well-aligned with the principles of the UNFPA Strategic Plan as far as disadvantaged and vulnerable groups are concerned; however, support to the development of national capacities demonstrates mixed results, with support for training showing the greatest added value. The CO is highly responsive to demands from partners and to changing priorities and takes advantage of new opportunities. The UNFPA added value as a development partner is high, particularly where UNFPA has acted as a facilitator. There are good indications of tangible effects subsequent to the interventions sponsored or directly funded by UNFPA in the field of reproductive health, in particular, the quality of attention to pregnant and delivering women has improved. However, interventions in reproductive health and gender suffer from a lack of continuity in such areas as sensitization and community-level work. The integration of population and development issues in sectoral policies is poor, lacking consideration of how the use of P&D data at sectoral level affects planning.

Bolivia Country Programme Evaluation

The Evaluation Report presents an independent programme-level evaluation of the UNFPA support to Bolivia covering the fourth Country Programme (2008-2012) conducted by the Evaluation Branch (DOS). The UNFPA country programme was found to be relevant vis-a-vis Bolivia's needs and priorities, international agreements, ICPD priorities and MDG 5 and is coherent with national strategies and policies. There have been tangible achievements in three areas, namely policy dialogue, capacity development and institutional strengthening. Support to the development of national capacities shows positive results but there is no formalized strategy to ensure sustainability of interventions in this area. The UNFPA added value as a development partner is high, demonstrating diverse comparative strengths such as experience in the field, capacity to engage with and mobilize stakeholders and proximity to communities and social movements. However, as a consequence of having a non-operational results-oriented monitoring and evaluation system, the country office cannot measure the degree of achievement of the different programme components and cannot be held accountable in an objective manner.
