Evaluation Criteria for Condoms

STEP ONE: Technical Evaluation

Prequalificaton {Mandatory Requirements}

  • Certification of QA manufacturing processes
    [GMP/ ISO 9001-2/EN 46001-2]

  • Current Applicable National Registration [MOH or other]

  • Certificate showing compliance with accordance to WHO/UNAIDS 98 specifications

Sample (10 Marks)

  • Submission of 1 gross sample matching quality
    required by tender (2)

  • Markings on Outer Package (4)

  • Individual condom packages (aluminium, expiry, seal etc.) (2)

  • Conformity to terms and conditions [translations/sealed bids] (2 )

Other Documents (10 Marks)

  • ISO 4740 (5)

  • Environmental Friendly/Sanitary procedures (5)

Experience in Condom Supply (10 Marks)

  • Reference from past buyers (Unicef/USAID/WHO/MOH. etc) (8)

  • Value of highest contract between $100,000 - 200,000
    or above (2)

Quality (5 Marks)

  • Manufacturers stability test data substantiating 5 yr. shelf life (5 )

Service (30 Marks)

  • Onsite quality assurance lab. facilities/services/range of tests (10)

  • Production capacity / Delivery lead time 6 week or less
    after order (15)

  • Ability and willingness to store condoms free of charge (5)

For Suppliers Already Working with UNFPA

  • Record of delays
    [–5 for poor performance, -10 for very poor performance]

  • Record of rejects/ defects
    [–5 for poor performance, -10 for very poor performance]

  • Lack of response
    [–5 for poor performance, -10 for very poor performance]

  • Only Suppliers with a score of (32) that is 50% or more of total score will have their factories inspected

STEP TWO: Factory Inspection

A pre order evaluation of supplier premises may be carried out to determine if it is prudent to place an order with supplier. UNFPA will not place contract with suppliers whose premises and processes are rated as substandard

STEP THREE: Price Evaluation

STEP FOUR: Sampling and Testing

Condom manufacturers that successfully have completed steps one and two above, and whose prices are within an acceptable range to UNFPA, will receive orders on an as needed basis.

Condoms produced against a UNFPA order will be sampled and tested to assess conformity to WHO/UNAIDS standards before they are shipped.
