The success of the ICPD depends greatly upon the willingness of Governments, local communities, the non-governmental sector, the international community and all concerned organizations and individuals to turn the ICPD recommendations into action. The challenge before the international community is to mobilize sufficient resources to fully implement the ICPD agenda and the goals of the Millennium Declaration.
