Evaluation Reports and Findings

Evaluation Report: Analyses UNFPA supported projects and programmes and provides policy and programme recommendations.

Evaluation Finding: Is a synopsis of the findings, recommendations and lessons learned from thematic and other evaluations. They highlight the key issues identified in the evaluations.

Joint evaluation of UNFPA/IPPF

The German Federal Ministry for Economic Co-operation and Development, the Danish Ministry of Foreign Affairs, the Netherlands Ministry of Foreign Affairs, the Norwegian Ministry of Foreign Affairs and the United Kingdom Department for International Development, together with UNFPA and IPPF, collaborated on a critical assessment of the contribution made by UNFPA and IPPF to the promotion of the reproductive rights and health of adolescents and young people since the International Conference on Population and Development (ICPD) in 1994. The goal was to contribute to a better understanding of the conditions necessary for achieving good practice, and to draw strategic lessons. The evaluation approach was to assess the performance of UNFPA and IPPF affiliates in promoting the reproductive rights and health of young people since ICPD in six countries: Bangladesh, Burkina Faso, Egypt, Nicaragua, Tanzania and Vietnam.

The evaluation was undertaken by an international consortium composed of Options Consultancy Services (United Kingdom), Euro Health Group (Denmark) and the University of Heidelberg (Germany). In depth field based country evaluations were conducted between March and June 2003. The evaluation produced a synthesis report that presents the main findings and recommendations as well as identifies good practices. In addition, six country evaluation reports were also produced, providing in each case a more in depth assessment in the national context and specific, country level recommendations. Both the synthesis and country reports are posted below.

UNFPA's Support to National Capacity Development Achievements and Challenges

This evaluation report, is based on an assessment of strategies used by UNFPA funded projects to develop the capacities in reproductive health, population and development of national governmenat and non-governemental organizations. The evaluation assessed projects in Brazil, Cote d' Ivoire, Egypt, Nepal, Nigeria, and Viet Nam. It was carried out by independent consultants under the overall coordination of the Office of Oversight and Evalution (OOE) of UNFPA.

An Evaluation of UNFPA Support for Preventing the Spread of HIV/AIDS

As a follow-up to the thematic evaluation of UNFPA support to HIV/AIDS related Interventions (Evaluation Report No. 16), conducted during 1997-98 and published in 1999, this report attempts to address three key questions: Is UNFPA doing the right things? Is it doing them right? And is it making a difference? It makes recommendations on how UNFPA can improve the performance in its support of HIV/AIDS prevention. The assessment is based on the analysis of case studies of UNFPA support in Albania, Bangladesh, Ghana, Honduras and Malawi as well as literature and desk reviews of relevant documents.

UNFPA and Government Decentralization-- A Study of Country Experiences

This report is based on a study of UNFPA's experiences in developing and implementing its programmes of assistance in countries that are decentralizing their government structures. The study focused on a sample of seven countries: Bolivia, Ghana, India, Mexico, Nigeria, the Philippines and Viet-Nam.

Implementing the Reproductive Health Vision: Progress and New Directions for UNFPA

An Assessment of the UNFPA Global Programme of Training in Population and Development (Phase II)

It is the second external independent evaluation of the Global Programme of Training in Population and Development. Undertaken from May to November 1995, it examines progress at five institutions that hosted the training programme in the 1990-1995 period, assesses the strategy and achievements of the Global Programme in its second phase and makes recommendations for its future orientation and implementation.
