International Consultant: Gender Based Violence Shelter

Purpose of consultancy:

1. Introduction/Background

GBV is a human rights and public health issue associated with immediate and long term effects. GBV, especially forced, early and child marriages violate the rights of women and girls to a life of dignity, health and, in some cases, right to life. Other consequences of GBV include homicide and suicide, risks of unplanned pregnancy, risk of acquiring sexually transmitted infections including HIV, and development of conditions such as chronic pain syndromes, traumatic injury or traumatic obstetric fistula, and others.

In South Sudan GBV is equally a serious problem as highlighted by various studies and reports. Anecdotally, all forms of GBV such as rape, sexual harassment, physical violence, psychological violence, denial of resources, etc., remain prevalent in South Sudan. According to 2016 GBVIMS most of the survivors of GBV are women and girls (97 per cent) and men and boys (3 per cent). To address the problem of GBV, Government of South Sudan and other relevant actors have developed various GBV prevention and response programmes. Government of South Sudan and in particular ministry of Gender, child and Social welfare recently developed a three-year UN and Government of South Sudan Joint Programme (2017-2020). The purpose of this programme is to strengthen mechanisms for comprehensive prevention and response to gender-based violence (GBV) in South Sudan.

 

Although some of GBV cases have succeeded to go through psychosocial support (PSS) and court process, the challenge lies on having a safe place where to stay while the threat of insecurity at home is still present.  During the long legal process, survivors, who are already under stress due the GBV event, are still in danger due to lack/inadequate of persecution and judicial confinement of perpetrators. 

2. Rationale

Due to lack of safe place for survivors of GBV, as last resort, often GBV survivors are forced to accept offered temporary solution by their families or among relatives with in the community. This arrangement is yet to be safe and functional for both survivors and partners working with GBV Survivors. Hence, the need to establish a GBV Shelter that addresses safety and security of survivors in South Sudan. 

The purpose of the of GBV shelter is to offer protection to GBV survivors whose lives are in danger from the perpetrators and the safe home will be the key center for referrals for GBV services to all the actors along GBV referral pathway in South Sudan. A consultant is therefore required to assist MoGCSW to develop guidelines for establishment and management of GBV shelters based on experiences outlined above with consideration of the current context of South Sudan. 

 

Scope of work:

3. Objective

To develop service delivery guideline for establishment and management of GBV shelters. These guidelines should clearly:

  • Define the services offered at GBV shelter including referrals
  • States how to manage, monitor and supervise the shelters including the safety and security of survivors
  • Define survivor/victim eligibility criteria
  • Define minimum services to be offered at the shelter
  • State related referral services available in the country
  • Clearly state the roles and responsibilities of different actors at different levels, coordination mechanisms, data and information management.

4. Expected Deliverable

  • Under the overall supervision of UNFPA Representative, contract supervision of Gender Analyst and with technical/content guidance of Director General of Gender, Child and Social Welfare at the MoGCSW, and working closely with Ministry of Justices, Ministry of Health, Ministry of Interior and relevant agencies, the Consultant is expected to deliver the following tasks;
  • Submit an inception report
  • Conduct individual and focus group consultations with key organizations/government working with GBV Survivors (Ministry of Interior, Ministry of Health, Ministry of Gender, Ministry of Justice) UN agencies and both International and National Organizations
  • Develop and submit South Sudan specific guidelines on establishment and management of GBV shelters. 

 

Duration and working schedule:

The total duration of the consultancy will be 20 working days (5 working days per week) spread over 30  days period from the date of signing the contract (10 days in Juba, 3 days in Torit, 5 days for writing the guidelines and 2 days for validation worship with relevant stakeholders).

 

Place where services are to be delivered:

Juba, South Sudan

 

Delivery dates:

Delivery of the inception report within the 5 days (upon signing of contract)

Presentation of draft guidelines at the validation workshop within 15 days of the contract

Submission of the final electronic copies of the guidelines and recommendations on the rollout within 30 days of contract signing 

 

Monitoring and progress:

MoGCSW and UNFPA will be responsible to monitor Consultant’s work based on agreed Inception report and agreed deliverables. The final deliverables will be submitted to UNFPA on the 30th day, as the last day of the consultancy. 

 

Supervisory arrangements:

UNFPA Gender Analyst for management and contractual issues and MoGCSW (Director General) for guidelines content, technical related issues, approval and endorsement.

 

Expected travel:

Within Juba (10 days and 3 days in Torit) 

 

Qualifications and Experience:

5. Academic Qualifications

a) Master’s degree in gender and development, women’s studies and human rights, social science, public health or a combination of university degrees in related areas.

           

b) Years of Experience

  • A minimum of 5 years’ experience in research including undertaking gender and GBV guidelines or protocols. Familiarity with the health sector, Gender and GBV issues and ICPD agenda will be an added advantage.
  • Extensive research experience including conducting GBV related policies.
  • Has experience working with a wide set of stakeholders, Ministry of Gender. Ministry of Health and familiar with UNFPA mandate.

 

c) Language and other skills: 

  • Excellent knowledge of written and oral communication in English.
  • Computer skills: full command of Microsoft applications (word, excel, PowerPoint) and other relevant software based on the assignment.
