WELCOME TO Issue No. 6 of the United Nations Population
Fund (UNFPA) ICPD+5 News Bulletin on activities relating to the process of the five-year
review of the International Conference on Population and Development (ICPD). The News
Bulletin is a feature produced on the first Monday of every month for all partners
interested in the activities and events leading up to the International Forum on ICPD
implementation (The Hague Forum) on 8-12 February, 1999, the 22-30 March, 1999 United
Nations Commission on Population and Development, and the United Nations General Assembly
Special Session on the review and appraisal of the implementation of the ICPD Programme of
Action in New York on 30 June-2 July, 1999. To receive the News Bulletin, please send us

UPCOMING MEETINGS
6-9 October: A technical
meeting on Population Ageing, organized by UNFPA in collaboration with the Belgium
Population and Family Study Centre, will take place in Brussels, Belgium. The provisional
agenda and background report for the meeting are available on the ICPD+5 web page.
2-6 November: A Symposium on
Population Change and Economic Development will take place in Bellagio, Italy. Information
on the meeting will be available on the ICPD+5 web site at a later date.
3-6 November: A technical meeting on reproductive health services in emergency
situations will take place in Rennes, France.
7-9 December: The
Economic Commission for Europe and UNFPA will meet in Budapest, Hungary, to review the
ICPD Programme of Action. The ECE Population Activities Unit can be contacted at the

RECENT MEETINGS
23-25 September: The Third
Meeting of the Follow-up Committee on the Implementation of the Dakar/Ngor Declaration and
the ICPD Programme of Action was held in Addis Ababa, Ethiopia, at the U.N. Economic
Commission for Africa (ECA) Headquarters. Representatives from 21 African states discussed
a report that examines constraints, achievements and best practices in ICPD
implementation. The meeting also adopted recommendations for the way forward to further
ICPD implementation. The findings of the meeting will be reviewed at the First Meeting of
the ECA Committee on Sustainable Development, when it meets at end January 1999. Following

22-25 September: The U.N.
Economic and Social Commission for Western Asia (ESCWA); UNFPA and the League of Arab
States met in Beirut to review the ICPD Programme of Action. The meeting adopted a report
containing future actions for the continued implementation of the Programme of Action. The
report of the meeting will be further endorsed at a high-level ministerial meeting of the
League of Arab States in Cairo in November. Copies of the report can be obtained from

THE HAGUE FORUM
The Hague Forum, organized by UNFPA in collaboration with the Government
of The Netherlands, will take place in The Hague on 8-12 February, 1999. The Hague Forum
will be held at the Netherlands Congress Center, Churchillplein 10, 2508 EA The Hague, The
Netherlands (Tel: (31) 70 306-6244/(31) 70 306 6366; Fax: (31) 70 354 4335/ (31) 70 306
6443). The Forum is a part of the overall five-year review of the implementation of the
ICPD Programme of Action to be conducted by the United Nations General Assembly at a
Special Session on 30 June-2 July 1999. The Hague Forum will contribute to the review by
focusing on key issues and by analyzing country-level operational and programme experience
in the implementation of the Programme of Action. The outcome of The Hague Forum will
provide a practical input to the review to be undertaken by the United Nations Commission
on Population and Development (CPD), when it meets in New York from 22-30 March 1999. The
open-ended meeting of the CPD will serve as the preparatory meeting for the Special
Session on ICPD+5.
Invitations to The Hague Forum have been issued by UNFPA to the 179 countries that
participated at the ICPD, and to other interested countries. Invitations have also been
issued to inter-governmental organizations; United Nations organizations; specialized
agencies and other international organizations; treaty bodies; regional commissions;
parliamentary groups and foundations. In consultation with the host Government, and in
view of financial, logistical and housing constraints, it is recommended that country
delegations to The Hague Forum, to be nominated by the Governments concerned, consist of
not more than three persons. Country delegations may include the minister responsible for
population and development; the operational head of the country's population programme;
and a representative of a national NGO whose organization is a leader in ICPD
implementation or advocacy.
Information regarding accreditation, travel and accommodation will be made
available upon receipt by UNFPA of the names of the recommended three person-country
delegation to The Hague Forum. All country inquires related to such Forum-related

PRE-HAGUE FORUM EVENTS
An NGO and a Youth Forum on ICPD+5 will be held on 6-7 February, just
prior to the 8-12 February, 1999 Hague Forum. The NGO and Youth Fora will take place at
the same site as The Hague Forum: The Netherlands Congress Centre (see address above).
Participants at the NGO and Youth Fora will be invited to attend The Hague Forum.
The World Population Foundation (WPF), a Dutch NGO, is the local
facilitator for organizations interested in participating in the NGO and Youth Fora.
Information on the organization of the NGO and Youth Forums, including information about
accreditation, travel and accommodation, is expected to be available in October 1998 on
the WPF NGO Forum web site at: http://www.ngoforum.org.

An international Parliamentarian's Forum on ICPD+5 will
be held on 4-6 February, 1999, in The Hague, and will be hosted by the Dutch Parliament.
The forum organizers include the Asian Forum of Parliamentarians on Population and
Development (AFPPD), based in Bangkok, Thailand, and several other parliamentary groups.
Parliamentarians attending the forum will be invited to attend The Hague Forum. For more
