The News Bulletin is a feature produced on the first Monday of every month for all partners interested in the activities and events associated with the International Forum on ICPD implementation (The Hague Forum), which was held on 8-12 February 1999, the 32nd session of the United Nations Commission on Population and Development (CPD), acting as the preparatory committee for the Special Session, which was held from 24 March-1 April, and the United Nations General Assembly Special Session on the review and appraisal of the implementation of the ICPD Programme of Action in New York on 30 June-2 July 1999. Resumed Preparatory Committee for the Special Session of the General Assembly The General Assembly on 8 June endorsed the dates of 24-25 June and 28-29 June for the resumed session of the Preparatory Committee for the twenty-first special session of the General Assembly. The resumed Preparatory Committee is expected to continue its consideration of the Revised Working Paper submitted by the Chairman: Proposals for key actions for the further implementation of the Programme of Action of the International Conference on Population and Development, document E/CN.9/1999/PC/CRP.1/Rev.3 of 11 May. The document represents an updated version of document E/CN.9/1999/CRP.1/Rev.2, and reflects progress on the text as at the conclusion of informal consultations that were held from 5 to 7 May 1999. Document E/CN.9/1999/PC/CRP.1/Rev.3 is available at the United Nations web site at: http://www.undp.org/popin/unpopcom/32ndsess/gass.htm. NGOs at the Resumed Preparatory Committee Representatives of NGOs that were eligible and registered to attend the 24 March-1 April Preparatory Committee meeting may attend the resumed session later this month. These NGOs may also attend the special session of the General Assembly, in accordance with decision 1999/PC/1 on arrangements for the accreditation of NGOs at the twenty-first special session. Registration for NGOs will take place starting on 24 June, in the Visitor’s Entrance of the United Nations General Assembly Building, located on First Avenue between 45th and 46th Streets, from 8:45AM to 5:00PM. Registration will take place daily through 2 July. NGO representatives need only register once for the resumed Preparatory Committee meeting and the special session. All participants are required to register for these meetings, including those who may already have a United Nations grounds pass. Twenty-first special session of the General Assembly Official United Nations documentation for the 30 June-2 July special session is available at the following web site: http://www.undp.org/popin/unpopcom/32ndsess/gass.htm Documentation includes the Provisional Agenda for the special session (A/S-21/1); the Report of the Commission on Population and Development acting as the Preparatory Committee for the twenty-first special session of the General Assembly (which includes two draft decisions before the special session on the provisional agenda and the organizational arrangements for the special session) (A/S-21/2); Revised Working Paper submitted by the Chairman: Proposals for key actions for the further implementation of the Programme of Action of the International Conference on Population and Development (E/CN.9/1999/PC/CRP.1/Rev.3); and an Information note of 4 June 1999, on arrangements for the special session. The information note covers such subjects as: accreditation and access; security arrangements and responsibilities; participation in the session; media arrangements and services; information for NGOs; Secretariat focal points; and a lay out of the United Nations complex. Up-to-date information during the special session, including documents, schedules, side events and NGO activities will be provided at the UNFPA web site at: http://www.unfpa.org/icpd/index.htm The special session will involve the following official meetings held in parallel sessions: Plenary meetings, to be held in the General Assembly Hall; and the Ad Hoc Committee of the Whole, to be held in Conference Room 2, in the Secretariat Building. Nine plenary meetings will be held over the three days, with three meetings per day: 10AM-1PM; 3PM-6PM; and 7PM-9PM. The provisional list of speakers for the debate in plenary is available at: http://www.un.org/ga/popu/list.htm. The Preparatory Committee has recommended that participants in the plenary will include member states and observers (States members of specialized agencies but not members of the United Nations, and associate members of regional economic commissions). It has also recommended that representatives of the United Nations system may make statements in the Ad Hoc Committee of the Whole. NGOs at the special session NGOs eligible and registered to attend the special session (as per decision 1999/PC/1) may register for the meeting starting from 24 June, at the Visitor’s Entrance of the General Assembly Building, as noted above. NGO representatives are required to present a photo identification and a copy of the letter of accreditation from the NGO Section/DESA at registration. The Preparatory Committee has recommended to the special session that NGOs be allowed to make statements in the Ad Hoc Committee of the Whole. It has also recommended that, given availability of time, a limited number of NGOs may make statements in the debate in plenary, subject to the approval of the special session. The President of the Assembly is requested to ensure such participation on an equal and transparent basis, taking into account the diversity of NGOs. A limited number of tickets (50) will be available for accredited NGO representatives to observe the debate from the fourth floor of the General Assembly Hall. Tickets will be distributed at the Visitor’s Entrance, through the NGO Section/DESA, prior to the plenary meetings on a first-come, first-serve basis, with one ticket per organization. No tickets are required for NGO representatives to observe the Ad Hoc Committee of the Whole.
